* Fix strong parameters `permit!` with nested arrays
Strong parameters doesn't support nested arrays, take as example: `[[{ name: 'Leonardo', age: 26 }]]`.
This is separate from making `permit(something: [[:key]])` work properly, which is being addressed in #23650
