PostgreSQL 10 allows `CURRENT_DATE` and `CURRENT_TIMESTAMP` as default functions
Address #28797
In the previous versions of PostgreSQL, `CURRENT_DATE` converted to `('now'::text)::date`
and `CURRENT_TIMESTAMP` converted to `now()`.
