Improve tests and code for Rails::InfoController and Rails::Info [#2411 state:resolved]
- Refactor Rails::InfoController tests.
- Return forbidden status from the InfoController for remote requests instead of a 500.
- Add tests for displaying middleware in Rails::Info.
