Make `Arel::Test` subclass of `ActiveSupport::TestCase`
not `Minitest::Test` to address `CustomCops/RefuteNot` and `CustomCops/AssertNot` offenses
for Arel test cases
Also including `ActiveSupport::Testing::Assertions` to `Arel::Spec`
and add test/unit backwards compatibility methods
Fixes #32720
