:precision was incorrectly being applied to Rationals
before:
ActiveSupport::NumberHelper.number_to_rounded Rational(10, 3), precision: 2
=> "3.3"
after:
ActiveSupport::NumberHelper.number_to_rounded Rational(10, 3), precision: 2
=> "3.33"
