Rather than clutter the Rails codebase with concurrency utilities separate from the core task, such tools can be superseded by similar tools in the more specialized gem. This commit replaces `ActiveSupport::Concurrency::Latch` with `Concurrent::CountDownLatch`, which is functionally equivalent.
