*   Create notion of an `ActionCable::SubscriptionAdapter`.
    Separate out Redis functionality into
    `ActionCable::SubscriptionAdapter::Redis`, and add a
    PostgreSQL adapter as well. Configuration file for
    ActionCable was changed from`config/redis/cable.yml` to
    `config/cable.yml`.
