Subject: deprecate AbC:Base::parent_prefixes. rename ::_local_prefixes to
 ::local_prefixes to state the public attribute. document the latter. make
 ::local_prefixes private, test overriding it and remove documentation for
 overriding ::_parent_prefixes.
